With more than 35 years of professional experience across the military, government finance, banking and insurance, David Couse leads All Star Financial Solutions with a mission of service and integrity.

His journey began with over ten years as a police officer in the U.S. Air Force, instilling discipline, resilience and a strong sense of accountability.

He later protected vulnerable families as a Child Protective Specialist in Florida before rising to Vice President of Financial Services at City National Bank, where he managed eight branches and consistently delivered more than $50 million in sales.

David returned to federal service as a Budget Specialist for FEMA and Medicare/Medicaid programs, aligning agency operations with budgets and leading cross‑functional teams through change management initiatives.

Throughout his career he has taught financial literacy in community churches and holds an MBA in Project Management, a PMP certification, Level 2 DoD Financial Management certification, and multiple insurance licenses.

These experiences give him the unique insight to guide Texans through complex Medicare and life insurance decisions with compassion and expertise.
